The Council urges the new Congress to repeal any and all provisions the Military Commissions Act that deny detainees their right to petition for a writ of habeas corpus and strip the courts of jurisdiction over any claims relating to the “detention, transfer, treatment, trial or conditions of confinement" of enemy combatants.The full statement can be read here.
